The third class tickets have very few amenities whatsoever. It's not quite hosing down the carriages, but you are quite close with that. I used to work at a museum and it was the first place in Michigan to have hot and cold running water for the soldiers who took baths once a week. So yeah, everybody was probably smelly. Is it to get rid of water? Vaguely along those lines. Yes.
