Tim Cook was trying to protect apple's business in china. Apple doesn't really manufacture its stuff in america, but it makes almost all its yephones there. He has made enormous concessions to the chinese government. It means building a labor system that pays millions of people meagre wages for very hard work. And making compromises with an authoritarian regime about privacy and human rights.
