Whites had been studying the urban Negro in every way they could think of for 15 years, but found out they didn't know any more about the ghettos than when they started. The idea that the real leadership in the ghetto might be the gangs hung on with the poverty youth welfare establishment. To get into the poverty scene, you did some malmowing. If you could make the flat catchers lose control, the muscles around their mouths, if you could bring fear to their faces, it was approved.
