Only the American mafia claimed the utter dominance of dock union officials and people in illegal operations along the waterfront. The Navy saw this as a point of opportunity, you know, like if we put it in place, we play nice with the mob,. Then they can give us insider information that will help us in our efforts to root out the rats. That is, I guess it were a lesser evil, right? Kind of ends justify the means.
