The idea that by putting people in a situations of need, you force them to get out is actually the opposite. Social science evidence backs up exactly what garry said, which is that sanctioning has very, very mixed results. The social cost of things like high homelessness and high mental health issues, substance abuse and so on, surely outweigh costs of some people perhaps being on benefits for slightly longer than one might wish.
