If the US had really been pushing for maximalist participation in some of these agreements then the coalition of people willing to join would be that much smaller. You don't build institutions in order always by having these massive commitments. It's these patchwork of little commitments that slowly add up and these norms that then get institutionalized and they continue. Eventually you have what's been called a norm cascade, Martha Fennimore and Catherine Sickenk and those norms then become acceptable in international society.
