The first nation to break with the protocols was fascist Italy and their colonial war with Ethiopia, which was a state at that point in time. Mussolini's actions were a clear violation of the protocol, but the League of Nations refused to do anything. If they had chosen to use these weapons on Allied troops, they might have altered the course of history. Once again, Germany had its superior chemical industry to thank.
