The Ministerial Code Matters
The ministerial code can have set out the rules and conventions about how ministers should go about their job. It is overseen by an independent adviser who looks at behaviour of a minister to determine whether or not they are in breach of that code. But ultimately, it comes back to the prime Minister to determine whether some one remains in office or not. And we've seen it in these letters of, in these exchanges of letters following lord guite's resignationand that's the thing that's happened to day.
