How to Make the Supreme Court Less Partisan

CNN's John Sutter says he has a plan to make the Supreme Court less partisan. It would start with five slots that are kind of allocated to Democrats in some way and five slots for Republicans. The justices, those justices would have to agree on who to call up from the lower courts to kind of sit on the court with them. Those justices would then be the deciders in a lot of cases.Sutter: "I think our idea was you're going to get some people ... unpredictable"
