In 1994, Libya's government established a tourism secretariat and dedicated the nation's gorgeous coastline to tourism. The problem is that, of course, Libya was still subject to massive international sanctions and alcohol was illegal. "I enjoy the East Coast unless it's the summer in which case I don't," he says.
