There would be lavish dinners, often including a series of toasts followed by volleys o cannon fire. At one point rhode island had not yet ratified the constitution when washington went on his new england tour. Until you have those kinds of messages being formalized through the toast, which might seem very laborious and repetative,. but i'm sure washington was paying distinct attention to what each toast was saying because they were, in many cases, very important messages being conveyed.
