UAE also concerned about Iran's influence in Syria, and they think isolating would give Damascus no choice but to get closer to Tehran. Cesar Act comes with secondary sanctions so non-US entities that do business with Syria can be targeted by the US Treasury. This has deterred the UAE from making huge investments in Syria.
