Commuter Iryna Zarutska, a Ukrainian refugee who fled war in her country in hopes of a new life in the United States, saw her life ended in a random act of violence from killer Decarlos Brown. Brown's own mother says that her son has serious mental issues and argues the court system should not have let him free.
