Financial exclusion is when people have absolutely nothing and they cannot open a bank account. You are excluded from society in many developed countries where the vast majority of people are banked. Without a bank account, sometimes you cannot have electricity in your house. People know that insurance is great, but it is expensive. It's really hard to have farmers buy this insurance product, even if it is in their interest. And they are still trying to understand why they don't want to buy it.
