The Special Faculties of the Congregation for Clergy

Pavan was laicized through a set of faculties or prerogatives extended to the congregation for clergy. The first special faculty deals with priests who effectively set up in public concubinage. There were three at the time of 2009, so when these special factors pull up the law, you go for it. It just made sense based upon the way that the initial letter was structured.
