The Importance of Private Actors in the Judiciary Process
In the 1960s, under pressure from liberal reformers, courts started taking on a new and much more robust role in the policy process. The idea of the public interest was very dominant in the 1960s and 70s. And that is what transgender advocacy groups have done very effectively over the last 20, 30 years. They've used the courts to enact a widespread policy change leading also to cultural change.
