The Immigration Act of '96
The 19 96 statute that creates the ability to move people into mexico while their asylum case is pending, is a ma statute. This is a 96 immigration law. Have president since 19 96 followed this law. And so they started doing this near the end of the trump administration after a long scenario that they had with mexico where they threatened them over tarus and other things unless mexico allowed this to occur.
