The Cruelty of Our Border

The former chief of the Border Patrol, Rodney Scott, was probably researching it. He's been working with the state of Texas to develop new policies and so forth. But I think that they abandoned that because they knew that that's just not going to fly federally. All deterrence policies are based on this kind of cruelty. So I guess visually they thought it would be too much.
