Tockfield thought America looked terrible on the surface but possibly was stable and secure underneath. Americans because of their belief in certain principles of equality were living a life in which equality was real at some level, they believed in it as the way of the future. Democracy for Americans Tockfield thought had a providential quality - there was a kind of religion of democracy in America.
