Boris Johnson and the Sunac Period

Bizarrely underexplored area of what is required for leadership and power. How did a figure like that wholly unsuited for leadership rise to the top? How did he avoid scrutiny for so long? What are the constraints on a prime minister, especially one that has one big as Johnson did in December 2019? There were virtually none - there was one for Johnson that was Dominic Cummings and he sacked Cummings.
