In an inquiry based approach, and too often we were having students do to do, the focus was on those skills. And now with the focus on phenomenon base science, the focus is not on doing to do. The focus is on the thing that students are working to figure out. So they are still engaging in science practices, but those practices are for a purpose tied to figuring out knowledge.
