Tesla's Radar Recall: What's Happening?

There seem to be more documented instances of what's called phantom braking, which is where the car suddenly jolts and slows down. This can happen at highway speeds, even when the car is detecting a false positive. NHTSA was concerned that Teslas were failing to adhere to speed limits,. stop signs, and they weren't stopping at intersections entirely.
