Kuwait's Relationship With the Soviet Union
Kuwait established full-fledged diplomatic relations with the Soviet Union in 1963. The other five Gulf Arab monarchies did not do so until the 1985 to 1990 period. Kuwait was very much against Russia's action in Ukraine but at the same time, Kuwait never imposed any sanctions on Russia. Oman is the most geopolitically balanced state of six GCC states and often plays a role behind the scenes.
