The fact that people live in the zip codes they do speaks to many generations of decisions about income policy, loan making, and settlement policies. Zip code alone is in the United States is an enormously powerful proxy for race. If you were to use that to make a prediction about somebody's future, you're going to come up with drastically different things even on the basis of a seemingly neutral algorithm.
