Are Institutional Reforms a Good Idea?

I think if you look at the most charismatic politicians that we have, people like Donald Trump or Bernie Sanders, most of them are looking to do some institutional reforms. Of course, the question is, would those reforms actually accomplish that purpose? And so there are a few different ways I could imagine those kinds of institutional reforms working out. You can find all sorts of different ways to let Plato or Aristotle's slaves vote or talk without permitting them to end the institution of slavery.
