What Is a Cellular Touring Test?

The cellular touring test was proposed by a group of british scientists in the 1980s. The idea is that we can't tell if machines or computers are intelligent, so why use them at all? It's been adapted for artificial cells to fool living ones into thinking they're talking to each other and vice versa.
