Capitalism is always running behind, trying to catch up with technological innovation and new forms of social organization that emerge in response to it. The industrial revolution was a sort of tecnological revolutionand it would have happened in some whatever social arrangements you had. And what capitalism does it might facilitate certain kinds of technological development, but it's always very prescriptive about which ones it's going to facilitate and which it isn't.
