Is There a Reciprocal Benefit to Rent Stabilized Apartments?

There is no reciprocal benefit these property owners who are directly regulated by the r s l don't get any benefit from it. It prevents, for example, the rebuilding on properties where the whole zoning envelope has not been used. Older tenants who happen to get there have the benefit of this housing because of the low rent and the low increases permitted. They tend to stay in apartments that may be larger than they need. And that's hurding lots of people who need those apartments.
