A flasher is someone who goes out in public and flashes their naked self. It might just be that they lift up their top and show their breasts if it's a woman, or a man might open his coat and be wearing nothing underneath - you get in trouble for it. I'm not talking about streaking or flashing when I say that you're not ashamed to show yourself. And just for the record, a flasher, I mentioned being a flasher. Don't do it. The body is a temple.
