The International Covenant on Civil and Political Rights Doesn't Apply Extra Territorially

Most states are coming out and agreeing that a siber operaition that generates the same type of harm as, you know, what you would get from dropping your bombs and munitions, would put you in the same place legally. But there'sor more uncertainty in this space outside of a situation of actual armed conflict.
