Is Gaius a Celebrity, or Is He Going to Be a Tribute?

Plutarch says that there's some in the senatorial group who want to prevent him becoming a tribute. He implies that they are trying to prevent him getting ther before he's thought of it himself. But i get the impression that that's very quickly out of his hands. There's just too much of the expectation that either he's going to be the one to continue tiberious s push, and from the senate that this is the guy we need to watch out for.
