Electromagnetism Can Attract or Repell

Electromagnetism can attract or repel with the same force. The direction of the force depends on the charge of the two particles. Why it happens, why there's a push or pull, depends on the potential energy of the field. Things like to basically roll down hill to low potential ener in these fields.
