A lot of it does have to do with dumb luck. It's all chronicled in this amazing book called the bomb by Fred Kaplan. He goes into all if you guys just want to really depress yourselves on a Friday night, got nothing better to do. There was also one in 1960 where US radar equipment in Greenland, basically the same thing where it looked like there was going to be a nuclear strike coming in and it looked like their system actually picked up northern lights in the sky. So how much of this really does boil down to dumb luck? It gets depressing.
