The Rise and Fall of Political Action Committees

In the early 1940s, political action committees or PACs formed as a way to skirt earlier regulations that made it illegal for corporate entities to donate to campaigns. This came on the heels of the Smith Connolly Anti-Strike Act. The major portion of the act enabled the president to seize plants that were part of war production and manage those plants.
