That's a lot of human lives that could have been saved if only this had been monitored a little more ye. And he goes on to talk about how the great honoi rat massacre is often cited as an example of the cobra effect. It's sort of a morality tale for the arrogance of modernity, that we put so much faith into science and reason and using industry to solve every problem. This is the same kind of mindset that led to world war one. They failed in both regards but you know, is still around.
