An anterior pelvic tilt lengthens the hamstring muscle root. Most of the fastest athletes in the world, I think it's probably more so true for women than it is for men. If you're putting your hamstrings group in this elongated position and your X-trilt stretching them with the anterior pelvic tilt, you want to be able to access as much strength as possible.
