I think she also has a base within the conservative party, like the ERG, and he needs to keep them very, very sweet. It's all delicately balanced and he can't move against her at this point. You have to wonder once you move towards the election and you interpret some of the results from the local elections, you'd have to wonder whether he can continue to afford to have someone in his extreme as Swellabravaman imposed.
