Sally Kohn: 501c fours have been operating for years in this area where if you spend the majority of your money on public interest, you can spend a minority of your money directly influencing elections. She says there's no obligation for disclosure on much of it. "Can you explain how is this not illegal? How is this not legal?" she asks.
