The Importance of Monads in Language Development

I haven't really seen an article that says here we are using Monads. Don't see that a lot. And I think that's the direction that it needs to be taken from. Do you know of any languages that are being developed that are using Monad as first class? Elm is the is one of the mustery some ones. They don't really talk about Monads. But yeah, it definitely is.
