The State Department's Human Rights Bait With White Paper on Cuba

The State Department released a 2020 human rights bait with white paper on Cuba. It details an enormous number of, you know, Cuban human rights violations. A lot of the articles come from a news organization that is characterized explicitly as an independent news outlet and its Cuban net. The embargo remains in place for 1962; why are there different rules now? I'm not terribly optimistic that President Biden will move to change things with respect to Cuba.
