The Role of Local Communities in Disaster Response

The word resilience has been criticized with the argument that this sounds like you're in a sense saying during a shock, what really matters is not the state or the government address role. Margaret Thatcher's Britain, Ronald Reagan's America and maybe even under Trump as well have argued these are decisions and assistance that need to be given from local communities. But there seems to be a lot of focus now on resilience. There does resilience fit in and why does it matter?
