Mermaids lobbied GIDS for years both to introduce the blocker at a younger age and then reduce the age at which hormones could be given. They were influential, we know that the head of that charity would make requests on behalf of families for a young person's clinicians to be switched if they weren't getting referral for blockers as quickly as they wanted. But what I didn't find and why you ask about ideology, I'd say it's more complicated when you ask about ideologues in any way. Most people working there were just caring, thoughtful professionals who wanted to do the very best for the young people sitting in front of them.
