Is the Fed the Backstop?

The Fed is thought to be capable of back stopping markets but that capacity only grows as the US economy grows. But at some point it just kind of gets get beyond the Fed why I think the evidence from 2008 where the Fed had half a trillion dollars on loan to central banks in the rest of the world and the evidence from this time last year. There's no no obvious limit demonstrated in what the Fed has done in the way of back stopping the Fed have a large global role.
