Fisher: Terpitz and Buhlo points out what should have been a natural direction for the Germans, right? Forget your colonies. Invest in Russia. Two conservative regimes, two autocratic governments,. One has all the capital to invest and the other has all the resources that you need. Britain's immediate reaction was to assure herself of Japan through the alliance of 1902. And then approaches to France in 1903 and the establishment of the Entente in 1904. So it's a big factor from the Fisher thesis perspective.
