There is a tremendous underutilisation of funds from the Rajshtaya Rail Sangrap Shakosh and this aspect was brought up in the CAG report of 2021 as well. If we do not have the staff to plan, idea and implement these then we really don't know what to suggest to the Ministry. Our railways are the fourth largest railway network in the world and they are potentially the largest employer in India. We cannot simply underestimate this aspect either.
