Is There a Work That Introduces an Empire and Builds It Up?

The fire nation from Avatar is that they got introduced as pretty evil. They're so bad guys, but they're not all bad guys. I'm trying to think of a work that actually introduces an empire and builds up to the evilness of it. Where it starts out as these guys are okay and then slowly turns them evil.
