Russian Ground Forces in the Area War - Is That a Factor?

The towns were defended by mostly resguardia and elenor conscripts and volunteers. I think the biggest factor over all was the fact thats very thinly manned. The russiahas had throughout this war when it comes to man power and force availability. They are running into a series of successive issues resulting from the pieacemeal approaches they have taken in order to just even hold the territory they've taken.
