After the tech bubble burst, there was a spate of new massive regulations when the economic crisis happened in 2008. So people respond to these large scale failures of existing regulatory schemes or economic programs by calling for more. And that certainly seems to be what's going on over the past 10 years and things like that. It's hard like you just see more and more regulations being called for.
