By all accounts, it looks like Xi Jinping is one of these people that is deeply COVID paranoid. And the more you read about a disease, the scarier it looks typically,. So I think Xi Jinping decided I'm going to be in charge of this. He put himself in a situation where A, of course, nobody wanted to contradict him and B, there was really no turning back.
