The Importance of the International Criminal Court

Under international law, a sitting head of state can't actually be prosecuted in a foreign domestic court. So even if they got their hands on Putin, they couldn't prosecute him in Ukrainian courts. Only an international court can do that. The ICC is meant to play a very specific role here, which is to go after the people at the very, very top. Once you have an arrest warrant issued by the ICC, all the state parties are obligated to enforce that arrest warrant.
